Why doesn't the U.S. Government do voting referendums like the states do every couple of years?

It doesn't have to be every year,perhaps like with a 6 year time time frame say. In other words, How come the Federal Government doesn't do voting propositions like states tend to do. Could it be applied even for treaties with other countries even?
