Could Naraka Mean Reincarnation as the various bugs/microbes deep in the Earth?

Thinking about how reincarnation conceptualizes spirits as ascending to enlightenment through stages in various vessels(bodies) and how descending down to Naraka happens when the soul moves away from enlightenment, could it be that various bugs and microorganisms that scientists have found living in the soil or in caves contain souls that came from fallen humans of the past? Could Hitler be living right now as a bacteria in some cave miles below the Earth?
