Why can't I get on line with my home phone.I shouldn't have to pay AT&T 15.98.?

AT&T $15.98 when I've been dialing in using my phone for @ 10 yrs. Yahoo is keeping me from doing my job from home. I am looking for an answer from yahoo not the universe This ques. does not fall into any category. I guess you can't help me.!!!!!!!!!
